Licensed Residential Facilities Funding Guidelines Individuals with developmental disabilities have the right to live in an environment that is supportive of their needs and responsive to their choices. It is desirable that individuals reside in homes of their choosing, whether that be with their family, independently or in a licensed residential home. If an individual chooses a licensed residential home, the following criteria must be met: 1) The home's program design, Alternative Residential Model (ARM) Level and license meet the needs of the individual. 2) If the individual is eligible for SSI benefits, these benefits will be applied toward the cost of the residential home. The regional center will supplement the SSI benefits, if necessary, to meet the costs of the residential home. If an individual is not eligible for SSI, the regional center will pay the entire cost of the placement. 3) If the individual is a minor residing in a licensed residential home, the family is required to participate in the Department of Developmental Services' Parental Fee Program and complete the family financial statement.
